U10 and U12

This is a 7 v. 7 round robin tournament. Team rosters may have a maximum of 12 players.

It is expected that all players participating will receive at least half the tournament playing time and that coaches will adhere to the "everyone plays" philosophy that governs AYSO.

If eight teams are entered in one divison, then teams will be divided into two pools of four teams each to play round robin. After each team has played the other teams in their pool, the leading teams in each pool will play for first, second, and third place. Ranking of the teams in each pool to determine who plays for first, second, and third  place will be accomplished by the scoring method described below. For example, for 8 teams, two pools of four teams each will be used. After each team in a pool has played the other 3 teams in their pool, the first and second place teams in that pool will be determined. The first place teams from each pool will play each other for first and second place, and the second ranked teams in each pool will play for third and fourth place. 

If a division has  nine or more teams the Tournament Committee may choose another method of organizing the division so that each team plays at least 3 games. 

For each game, a coin toss will decide which team chooses the half of the field to defend first. The team losing the toss will kick off the first half.

Each game will be played as two (2) ten (10) minute halves, with a three (3) minute half time. Additional time may be added for injuries. This will give the teams a total of 23 minutes to complete the game. 

For divisions with 3 or 4 teams, the Tournament Committee may allow longer games of 30 minutes or more to be played if the Tournament schedule for the other divisions permits. 

The second half will start with a kick off taken by the team that did not kick off at the start of the game.

The teams will switch sides at halftime.

No overtime during regulation play.

Substitutions may be made quickly approximately halfway through each half. There will not be a "quarter break" for players but substitutions may be made when play stops near the 5 minute mark in each half (for 20 minute games). If 30 minute or longer games are played substitution times will be set by the Tournament Committee.

All participants, (coaches, players, referees, and spectators) are expected to follow these guidelines with a positive spirit for the benefit of all the young people who participate in the Tournament. Fair play is expected and anything less will not be tolerated. Coaches are responsible for their conduct and the conduct of their players, spectators, and guests. They are expected to follow the guiding principles of AYSO and take the lead in providing an atmosphere of fun and good sportsmanship. Taunting, baiting, ridiculing motions or body language, intimidation, foul or abusive language or other acts of poor sportsmanship will not be tolerated on or off the field of play. Tournament Directors or their designees, and center referees may ask any person to leave the Tournament grounds for infraction of this rule. 

Coaches are also expected to adhere to the "Everyone Plays" philosophy of AYSO, which means every player on a team should receive at least half of the available time for play over the course of all the games in the tournament. Teams that violate this policy will have 1 point deducted from their points score. The Tournament Committee will decide if points should be deducted based on observation and reports on team conduct from referees, parents, and spectators.

The notes below provide amplification of the AYSO Guidelines in effect for Area 3E in the Spring 2006 Season. These follow FIFA Laws of the Game except where modified by the AYSO Rules and Regulations and recommended Guidelines for Short-sided Games

Under-10

No "Do-overs" will be allowed. For example, improper throw-in, double touch on the kick off etc.

Offside will be called.

Penalty kicks may be awarded.

The goalkeeper is not allowed to pick up a ball with their hands when it is intentionally kicked back to them from their own player. Violation will result in an indirect free kick from where the goalkeeper handled the ball

Under-12,  Under-15

For the U-12 and U15 divisions, the only difference between a regular season game and a tournament game is that the tournament games are 7 v7 and have 20 minutes duration.

Under-16-19 (combined "High School" divisions)

For the U-16-19 division the only difference between a regular season game and a tournament game is that the tournament games have 20 minutes duration. 

Disciplinary Actions:

1. A player receiving a red card must leave the field of play immediately under adult supervision and the team may not substitute for that player for the remainder of the game. The player will be ineligible to play in the next scheduled game. Any player receiving two (2) red cards in the Tournament shall not play for the remainder of the Tournament.

2. A coach who is asked to leave by the center referee must leave the field of play immediately. If a coach refuses to leave, the referee may terminate the match and charge the offending team with a forfeit. The referee shall report game misconduct to the Tournament Director when turning in the game cards for the match. The coach must remain away from the field of play for the next game. Any coach guilty of two (2) such infractions shall not return to the Tournament.

3. A spectator or guest who is asked to leave by the center referee must leave the field of play immediately. If a spectator or guest refuses to leave, the referee may terminate the match and charge the offending team with a forfeit. The referee shall report game misconduct to the Tournament Director when turning in the match score cards for the match.

4. For each red card received by any player or for any occurrence where a coach is asked to leave the field of play, one point will be deducted from their team's Tournament standings.

5. All cards shown (red or yellow) shall be noted on the match score card. The referee shall report game misconduct to the Tournament Director when turning in the match score cards for the match.
   

Scoring:

6 Points for winning a game.

3 Points for a tie.

0 Points for a loss.

1 point deducted for each red card received by any player on a team, and for each incident in which a team coach asked to leave

1 point deducted if Tournament Committee decides team is not giving players equal playing time.

If there is a tie at the end of all rounds, the winner will be determined by the following factors in the order listed below:

1. Head to head results
2. Goals scored (team with most goals wins). A maximum of 5 goals are counted each game.
3. Goals allowed (team with least goals allowed wins). A maximum of 5 goals are counted each game.
4. 10 Minute Overtime Game
5. 10 Minute Overtime "Golden Goal" Game with one player from each side removed every 2 minutes
   
For example, if at the end of all rounds, two teams are tied with 12 points each, and they had tied in their game against each other, then the team who had scored the most goals throughout the tournament would be declared the winner. If both teams had scored the same number of goals, the the team who had allowed the fewest goals would be the declared the winner. If both teams have allowed the same number of goals, then a 10 minute play-off game will be conducted. The 10 minute play-off game will be started with a coin toss and consist of two 5 minute halves and a 1 minute half time, with substitution allowed at the half.  The winner of the 10 minute play off game will be declared winner of the tournament. If the 10 Minute Play Off Game is a tie, then the second play off game will be conducted with 1 player from each team removed every two minutes. (The first player is removed from each team after 2 minutes, the second after 4 minutes, the third after 1 minute into the second half, and the 4th after 2 minutes into the 2nd half. Referees will use a stoppage in play to allow players to leave the field). The first team to score a goal wins the tournament. If the second 10 minute play off "Golden Goal" game ends in a tie, then the Tournament Committee will declare a tie for first place.

For the playoff games for 1st and 2nd place, and 3rd and 4th place, in divisions with 8 teams, tie breakers will consist of a 10 minute overtime game, as described above. If the teams are still tied, then a second 10 minute overtime "Golden Goal" game will be held with one player from each side removed every 2 minutes, as described above.
